, but it is hard when ever single word is going to be criticized. but what about the situation about how the obama administration handled this? we have learned at cnn that the u.s. consulate in benghazi did not meet standard u.s. consulate security requirements. this is obviously a rather damning thing to be discovering at this point, considering what ended up happening there. jon huntsman told me he thinks consulates there who are not beefed up on security, shouldn't the administration be responding to that? >> i think the administration is responding to it. the state department goes to regular security procedures all over the world and updates them to take into account how the situation on the ground changes. i spent a lot of time in iraq and as we were transitioning from our military presence there to the state department presence there, we looked very closely at the security procedures at our con sue lates and embassies. so i expect in the aftermath of these incidents, there will be another review and steps will be taken to improve security where needed. >> let's talk about libya and the mixed

stories. now, back to gwen. >> ifill: we return to president obama's unitedded nations' speech and what it tells us about his administration's foreign policy challenges. for that we turn to harvard university professor and former u.s. ambassador nicholas burns and richard haas, president of the council on foreign relations. welcome to you both. starting with you, richard haas, let's take an overview. is the obama foreign policy defendable four years later? >> for sure it's defendable. it's not to say it's flawless. but he can point to obviously the killing of osama bin laden. he can point to, among other things, the attempt to improve relations with china and russia. obviously he's got the uwe united states out of iraq. the united states after going up has now come down to some extent in afghanistan. the middle east, even though it's turbulent, is more open than it was. so i think the president in general can point to some areas where he moved forward and some areas obviously his critics will say where he movedded back. all in all it's a defense i believe and defendable record. >> ifill

, the administration sent susan rice out to tell everybody it was because of some youtube clip. so today's speech was not a great moment in the obama presidency. that's for sure. >> colin, what do you take -- think about this claim that al qaeda is weakened? certainly in some regards it is, at least when it comes to afghanistan. but in africa, extremist groups linked to al qaeda in some way, shape or form, they are certainly on the rise. so what do you think about the truth of the statement overall? >> it's absolutely true. it's objectively true. besides the fact that osama bin laden is now dead, more senior leaders in al qaeda have been removed from the battlefield in the last three-and-a-half years than in any comparable period since 9/11. and it's not just in afghanistan and pakistan. it's also in yemen, it's in somalia. and it's -- and it's elsewhere. so i think you're right that there are still affiliates of al qaeda that are active, and we still relentlessly pursue them. but there is no question that al qaeda is a weaker organization today than when president obama took office, and i think
